The Leapfrog Group Comments on the Calendar Year 2025 CMS OPPS and ASC Proposed Rule

Each year the Centers for Medicare & Medicaid Services (CMS) invites stakeholders to submit comments on the proposed changes to Outpatient Prospective Payment System (OPPS) rule.

Leapfrog's comment letter focuses on the following programs outlined in the proposed rule:

• Hospital Outpatient Quality Reporting (OQR) Program
• Ambulatory Surgical Center Quality Reporting (ASCQR) Program
• Rural Emergency Hospital Quality Reporting (REHQR) Program
• Overall hospital quality star rating
• Obstetrical Conditions of Participation
• Hospital Inpatient Quality Reporting (IQR) Program
